Temporary traffic management training and certification

To work on Northern Territory (NT) Government managed roads, you must have:

  • successfully completed a relevant course
  • hold a valid Australian driver licence
  • received a statement of attainment from an NT approved training provider
  • have a valid NT:
    • Workzone Traffic Management (WZTM) ID card or
    • Temporary Traffic Management (TTM) ID card.

Transition period

The old NT WZTM training will no longer be available from February 2024.

You must complete the new training before your current qualification expires.

The NT transition period is from February 2024 to February 2027.

If you hold a valid NT WZTM qualification listed below, this remains current and will be accepted in the NT until it expires:

  • level 1 – Workzone Traffic Management Plan Designer (WZ1)
  • level 2 – Workzone Traffic Controller (WZ2)
  • level 3 – Workzone Traffic Supervisor (WZ3)
  • level 4 – Escorting Mobile Works (WZ4).

Current training

Under the national training framework for temporary traffic management (TTM), you must hold a TTM qualification suitable for:

There are 3 TTM roles:

  • traffic controller (TC)
  • traffic management implementer (TMI)
  • traffic management designer (TMD).

Nationally, this has resulted in 8 training courses for TTM. The courses provide for graduated learning both theoretical and practical across the 3 TTM categories.

The NT has no category 3 roads, so only the 6 courses mentioned above will be required in the NT.

To assist with the transition to the national TTM training, the below courses will be available during the transition period to existing NT WZTM qualification holders.

If you don't meet these conditions, you won't be considered qualified for TTM.

CourseRequirements

Combined TC1 and TC2

RIISS00058: TC Skill Set for Urban Streets and Low Volume Rural Roads.

RIISS00059: TC Skill Set for High Volume Roads.

Individuals wanting to continue to work on category 2 roads during the transition period for both the TC and TMI must be registered for both courses.

  • Hold a white card.
  • Hold a current Australian driver licence.
  • Be able to demonstrate industry experience, which includes 20 hours working in a category 1 environment and 40 hours working in a category 2 environment.
  • Successfully complete the theory component of the course, which includes simulated assessment.
  • Must complete the practical assessment for TC2 (to be conducted by an approved training provider) within one month of successfully completing the theory component.

Combined TMI1 and TMI2

RIISS00060 : TMI Skill Set for Urban Streets and Low Volume Rural Roads.

RIISS00061: TMI Skill Set for High Volume Roads.

Individuals wanting to continue to work on category 2 roads during the transition period for both the TC and TMI must be registered for both courses.

  • Hold a white card.
  • Hold a current Australian driver licence.
  • Be able to demonstrate industry experience of at least one month’s experience applying skills and knowledge in a category 1 environment, and providing evidence of setting up at least 12 temporary traffic management types.
  • Successfully complete theory component of the course, which includes simulated assessment.
  • Must complete the practical assessment for TMI2 (to be conducted by an approved training provider) within one month of successfully completing the theory component.

Traffic Controller (TC) and Traffic Management Implementer (TMI) conditions

To enrol in this course and continue working on category 2 roads during the transition period, you must meet the following conditions:

  • hold one of the following current qualifications:
    • NT Workzone Traffic Controller (WZ2)
    • Workzone Traffic Supervisor (WZ3)
  • hold a valid Australian driver licence
  • before your qualification expires, register and attend the transition course for traffic implementer 1 and 2:
    • individuals must enrol in the TMI 1 and 2 course and the TC 1 and 2 at the time of registration
    • combined TMI 1 and TMI 2 must be completed first
  • complete the combined TC1 and TC2 course within 3 months of completing the combined TMI1 and TMI2 course.

You must complete both qualifications before the end of the transition period in February 2027.

Full course

Those wanting to continue to work on category 2 roads during the transition period must be registered for both category 1 and category 2 courses.

TMD2

RIISS00064: TMD Skill Set for High Volume Roads.

Full Course

Those wanting to continue to work on category 2 roads during the transition period must be registered for both category 1 and category 2 courses.

Traffic Management Designer (TMD) conditions

To enrol in this course, you must meet the following conditions:

  • hold a current NT Workzone Traffic Management Plan Designer (WZ1) qualification
  • before your qualification expires, register and attend TMD1:
    • enrol in the TMD1 and TMD2 at the time of registration
    • complete the TMD2 course within 6 months of completing the TMD1
  • complete both the category 1 and category 2 qualification before the end of the transition period in February 2027
  • detail your qualification status on traffic management plans and associated documents.

Evidence of industry experience

If you want to complete the transition courses, you must provide evidence of industry experience.

You should also be prepared to talk about your job role and work history.

Acceptable forms of evidence to support your application includes:

  • licences, tickets and authorisations
  • your updated CV or details of your work history
  • your current position description and any performance appraisals
  • certificates from in-house or formal training courses you've completed
  • diaries, task sheets, job sheets or log books
  • site training records
  • records of site competencies
  • references or letters from your current or previous employers or supervisors from the past 12 months
  • records of your professional development sessions
  • letters from employers or clients in related industries or government agencies
  • acknowledgements, workplace forms or other relevant documents.

If you have a valid interstate traffic management qualification and meet one of the criteria options below, you can apply to have your qualifications recognised in the NT.

Otherwise, you must complete the full TTM course with an NT approved training provider to work on NT Roads.

Criteria

You must meet one of the following options:

Option 1. You have already completed the nationally standardised temporary traffic management (TTM) skills set with an interstate approved training provider

You must have statement of attainment for one of the following skills sets from an interstate approved training provider:

  • RIISS00058: TC Skill Set for Urban Streets and Low Volume Rural Roads
  • RIISS00059: TC Skill Set for High Volume Roads
  • RIISS00060: TMI Skill Set for Urban Streets and Low Volume Rural Roads
  • RIISS00061: TMI Skill Set for High Volume Roads
  • RIISS00063 : TMD Skill Set for Urban Streets and Low Volume Rural Roads
  • RIISS00064: TMD Skill Set for High Volume Roads.

You will need to apply to complete the local content course with an NT approved training provider.

Option 2. You haven’t completed the new nationally standardised TTM skills set

If you haven’t completed the necessary skills set for option 1,  you can apply to get your qualifications recognised and receive temporary working rights on NT roads.

To apply, you must have all of the following criteria:

  • a valid interstate traffic control licence
  • evidence of recent relevant work experience
  • a statement of attainment as evidence of completion for:
    • RIIWHS302E – Implement Traffic Management Plans
    • RIIWHS205E – Control Traffic With Stop/Slow Bat.

This option is only available until September 2024.

If you meet the criteria you will be required to:

Step 1. Apply for approval.

Complete the interstate licence transfer application DOCX (65.3 KB).

Attach your evidence and email your application to roadsdarwin.NTG@nt.gov.au.

Your application will be assessed by the department, and you will be advised of the outcome in writing.

If approved, you will need to provide a copy of this approval to the NT approved training provider to enrol in the training.

Step 2 . Enrol and complete training.

Contact an NT approved training provider to enrol in the NT local content training course.

Once completed, you will be issued with a statement of completion by the NT approved training provider.

Step 3. Apply for temporary Workzone ID card

Once you complete your training, you can apply for an NT TTM ID card.  To find out how, read the Workzone or TTM ID card information on this page.

Your application will be processed and you will get an ID card.

After successfully completing this course, you'll receive the following qualifications:

  • Workzone Traffic Controller - WZ2
  • Workzone Traffic Supervisor WZ3.

The qualifications will be valid for up to 6 months after you complete the training, or until 3 years from the original statement of attainment date - whichever comes first.

To continue to work on NT roads you must complete the transition course to upgrade your qualification before it expires, following the same process as other NT WZTM qualified workers. To find out more read the transition courses information on this page.

You may be eligible to get a non-practitioner qualification as a:

  • traffic controller
  • traffic management implementer
  • traffic management designer.

As a non-practitioner, you will typically be a road infrastructure manager or in a government role.

You:

  • may need to know about traffic management, but
  • don't control or implement traffic management.

You will complete the theory units only.

You must have one month between the category 1 and 2 training unless you're doing a transitional course and have previously been qualified in Workzone Traffic Management (WZTM1, 2, 3).

An approved training provider will confirm your eligibility for this qualification with the department.

Austroads is developing training frameworks for volunteer and occasional users.

These individuals would not be eligible to get the full TTM qualification because they only carry out basic traffic roles and responsibilities.

If you hold a current WZTM qualification, you may fall under the Short Term Low Impact framework. You should contact the department before your current qualification expires.

Occasional user

Occasional users are industry-based, paid workers wanting to carry out basic traffic control or implement a TMP/TGS for work purposes.

These workers are likely to know about basic hazards and risks when working near live traffic.

Examples include:

  • plumber
  • graffiti removalist
  • gas maintenance and repair worker
  • electricity maintenance and repair worker
  • water supply/sewage maintenance and repair worker
  • telecommunications maintenance and repair worker
  • utilities-mapping worker
  • surveyor
  • tree lopper
  • farmer
  • roadside assistance operator
  • emergency services
  • warehouse worker
  • car park attendant
  • grass mower
  • concrete pumper
  • non-destructive digging operator
  • builder
  • park ranger.

Volunteer

Volunteers are non-industry-based unpaid workers, wanting to carry out basic traffic control or implement a TMP/TGS for a special event.

These workers are less likely to know about hazards and risks associated with working near live traffic.

In this case, a volunteer is someone who would assist with managing vehicles, or is positioned near a road, at an event, concert or school (without a limit on the number of occasions).

Training costs

Training costs are paid by the trainee or employer.

Refresher courses

TTM qualifications last for 3 years.

After that, you must attend a refresher course to renew your qualification for a further 3 years.

To be eligible to complete a refresher course, you must meet the below criteria:

  • hold a valid Australian driver licence
  • have a current qualification
  • be able to demonstrate industry currency.
