Current training
Under the national training framework for temporary traffic management (TTM), you must hold a TTM qualification suitable for:
- your role
- road category of road you are working on (see road categories).
There are 4 TTM roles:
- traffic controller (TC)
- traffic management implementer (TMI)
- traffic management designer (TMD).
- short term low impact (STLI)
Nationally, this has resulted in 9 training courses for TTM. The courses provide for graduated learning both theoretical and practical across the 3 TTM categories.
The NT has no category 3 roads, so only 7 courses mentioned above will be required in the NT.
For more information on training requirements, go to the Austroads website.

Short term low impact training
Short term low impact (STLI) works are minor and are restricted to situations where the risk assessment has confirmed they are short-term and do not impact traffic.
STLI works are those done without accredited traffic management personnel, and in accordance with a simplified Traffic Management Plan (TMP).
STLI workers are permitted to place advanced warning signs that indicate plant, people or hazards will be in the road reserve. STLI workers must not provide direction to traffic to change speed or course.
Examples of STLI work may include:
- slashing or mowing in the road reserve where a risk assessment confirms a lane closure or speed restriction is not required
- surveyors working in a road reserve
- pothole repairs where a risk assessment confirmed work can be done safely between gaps in traffic with appropriate spotters in place.
Permits are still required when doing STLI work in the NT Government road reserve. Find out how to apply for a permit.
STLI courses
The STLI course is designed for workers who do roadside works that meet the definitions outlined above. They will need to understand basic hazards and risks of working near live traffic.
Examples of STLI workers
