Your obligations
When you do business with the Northern Territory (NT) Government, you must meet minimum standards of behaviour and responsibility. These are set out in the NT Procurement Code, a supplier code of conduct.

Following the code is a condition of quoting, tendering or entering into a contract with the NT Government.
Who the code applies to
The code applies to all suppliers, individuals or organisations who provide goods, services or works to the NT Government.
It applies to all procurement, regardless of value.
What the code covers
The code explains how suppliers are expected to behave when working with government. It helps make sure all business is done fairly, responsibly and with respect.
As a supplier, you must:
- follow the law and meet all legal obligations, including workplace safety, fair pay and environmental rules
- act ethically and treat people fairly, avoid conflicts of interest and make sure your workplace is safe and respectful
- pay fairly and on-time for your subcontractors and suppliers
- identify and address modern slavery risks in the supply chain
- support the Territory and hire local workers where possible, support Aboriginal businesses and communities and deliver quality work on time.
Mandatory requirement
Complying with the Procurement Code is a condition of doing business with the NT Government.
If you do not meet the code, you may be excluded from a procurement process, have your contract terminated or face further action.
Meeting your obligations
You are expected to follow the code throughout the duration of your contract.
Check regularly that your business continues to meet these standards.
If an issue arises, you must:
- respond quickly and fairly
- report serious breaches or conflicts of interest
- work with the government agency to resolve concerns.
Consequences of non-compliance
If you do not follow the code, the NT Government may:
- reject your tender or quote
- record the breach in a performance report
- suspend or terminate your contract.
In some cases, concerns about serious non-compliance may be referred to:
- the agency managing the contract
- Contractor Accreditation Ltd (CAL), if you are CAL-accredited
- a regulator, industry body or law enforcement agency
- the Independent Commissioner Against Corruption (ICAC), if you suspect improper conduct.
