Procurement governance policy

The procurement governance policy is a Ministerial Direction under the Procurement Act 1995.

It works with the procurement rules to make sure government buying is fair, transparent and delivers long-term benefits for the Territory.

  • outlines key definitions of terms used in the procurement rules.

Procurement principles

These are the 5 procurement principles:

Principle 1: Value for Territory

Procurement expenditure that delivers procurement outcomes while meeting the NTG economic, social, environmental and cultural objectives.

Principle 2: Ethical behaviour and fair dealing

Instil confidence in business, industry and the public as to the probity, accountability and efficacy of NTG procurement activities, including through an ethical and responsible supply chain.

Principle 3: Open and effective competition

Procurement activities are merit-based and foster a competitive and innovative business environment to drive opportunities for the NT.

Principle 4: Enhancing the capabilities of Territory enterprises, industries and supply chains

Procurement activities support the growth, development and sustainability of Territory enterprises, industries and supply chains.

Principle 5: Environmental protection

Procurement activities promote the protection of the environment through harm minimisation and sustainable practices, including through the use of recycled and reusable products.
