Community workforce plans
Community workforce plans help communities, businesses, registered training organisations (RTOs) and government agencies identify workforce opportunities, challenges and priorities.
They support community-led workforce development and help align employment, training and economic development initiatives with local needs.
The Northern Territory Government supports the development of community workforce plans across remote regions of the Territory. As plans are completed and approved, they will be published below.

Community workforce planning
Communities, employers, industry, training providers and other stakeholders are encouraged to do community workforce planning to better understand local workforce challenges and opportunities.
Community workforce planning provides a structured approach to identifying workforce needs, engaging stakeholders, analysing workforce data and developing actions that support local employment, workforce participation and economic development.
The following steps, tools and resources can assist organisations and communities to do a community workforce planning exercise and develop locally informed workforce solutions.
Create a plan
Follow the steps below to create a community workforce plan.
Step 1. Community context
To create a successful workplace plan, you must understand the community.
Carry out research to find out about your community's key issues and needs.
Step 2. Workforce research
Analyse workforce supply and demand:
- Supply - find out how many people are currently working and also identify potential workers.
- Demand - find out what jobs are currently available, the skills required and which employers are offering local work.
Step 3. Identify future needs
Identify future supply and demand, opportunities and challenges for your business and the industry in which you operate.
Step 4. Issues analysis
Analyse all of the data you’ve collected so far to identify issues that require consideration in the plan.
Step 5. Develop workforce strategies and actions
Develop a workforce action plan that responds to the issues that have been identified in the analysis.
Step 6. Implement the strategies and actions
Engage the appropriate individuals and / or organisations and work toward achieving the identified actions and outcomes.
Step 7. Monitor, review and evaluate
Monitor the strategies and actions and make changes that respond to changing workforce circumstances.
