Who can apply for a liquor licence

When you apply for a liquor licence, Licensing NT will assess whether you are a ‘fit and proper person’ to hold the licence.

Assessment criteria

To be assessed as a fit and proper person you must have:

  • an appreciation of the responsibilities required, and
  • the character, knowledge, ability and honesty for the responsibilities of a liquor licence.

Who will be assessed

The assessment applies to:

  • anyone listed on the licence, including the licence holder and any nominees
  • associates – any individuals who have a significant role or influence over the business must also be declared in your liquor licence application.

Assessment process

Licensing NT will review your business and criminal history, including information about you, your business partners and any proposed managers or nominees.

As part of the assessment, Licensing NT will check whether you:

  • understand your responsibilities as a liquor licence or permit holder, particularly for the licence or permit type you are applying for
  • have ever been declared bankrupt or had action taken against you under bankruptcy laws
  • have ever breached liquor laws
  • have ever been arrested, summonsed, charged, or convicted of an offence
  • have a satisfactory criminal history and referee checks
  • can demonstrate a responsible attitude toward financial management and business responsibilities.

Ensuring all key individuals meet these requirements helps maintain responsible alcohol management in accordance with the Liquor Act 2019.
