Changes to the Working with Children Clearance scheme
Changes are being introduced to strengthen the Working with Children Clearance (Ochre Card) scheme, improving child safety and aligning the NT with a national worker screening framework.

To work or volunteer with children in the Northern Territory (NT), you must apply for a Working with Children Clearance (WWCC), also known as an Ochre Card.
The following application fees apply:
- $89 if paid employment (including student placement)
- $8 if volunteering
- $35 if replacing a lost, damaged or stolen paid employment card
- $8 if replacing a lost, damaged or stolen volunteer card.
Before you apply
With your application, you must include:
- your identity documents:
- original copies - if applying in person
- scanned copies in GIF, JPG, PDF, PNG or TIFF format - if applying online or by mail
- a passport-sized photo - if not applying in person at SAFE NT or a Territory Business Centre.
To pay the reduced volunteer fee, you must also include a volunteer declaration form PDF (256.2 KB).
This form must be completed by your volunteering organisation.
How to apply
You can apply:
- online
- in person at SAFE NT, a Territory Business Centre or an NT Police station
- by mail.
Online
You can apply online via the NT Police SAFE NT website. It is fast and easy to complete.
You must complete the application in one sitting. You can't save your information and return to it.
You can also:
- renew your clearance
- pay for, or have your employer pay for, an application
- check your renewal date of the validity of a clearance
- change your details
- request a replacement card
- check the progress of an online application.
In person or by mail
Step 1. Fill in the relevant form:
- paid employment working with children clearance form PDF (1.3 MB)
- volunteers working with children clearance form PDF (317.3 KB).
If applying by mail, fill in the payment option on your form or provide a bank cheque. Do not send cash.
Step 2. Attach the following supporting documents:
- identity documents
- a passport-sized photo (if applicable)
- volunteer declaration form PDF (256.2 KB) (if applicable).
Step 3. Submit your application:
- in person at either:
- SAFE NT - Ground floor, NAB building, 71 Smith Street, Darwin NT 0800. Enter via the pedestrian laneway next to to the Dragonfly car park
- a Territory Business Centre
- your local NT Police station.
- by mail to SAFE NT - GPO Box 39764, Winnellie NT 0821.
Opening hours are Monday to Thursday from 8:30am to 4pm and Friday from 9:30am to 4pm. Closed public holidays and weekends.
