For registered training organisations (RTOs)

Introduction

This section has information for registered training organisations (RTOs) in the Northern Territory (NT) about funding and reporting requirements.

RTOs in Australia

Vocational education and training is provided by RTOs. These organisations provide nationally recognised training and assessment.

Become a registered training organisation

The Australian Skills Quality Authority (ASQA), the national regulatory body, is responsible for registering training organisations to provide VET.

If your RTO is approved it will be added to the Northern Territory apprenticeship and traineeship database for the qualifications requested.

Sign up new apprentices and trainees

Australian Apprenticeship NT uses the NT apprenticeship and traineeship database to sign up new apprentices and trainees or ones restarting their training.

You can find information about qualifications that have been approved for NT apprentices and trainees, including a list of approved providers.

Apprentice and trainee funding

Your registered training organisation (RTO) may be able to apply for User Choice funding to deliver training for apprenticeships and traineeships in the Northern Territory (NT).

You may be able to apply for funding for your organisation to deliver the following:

  • certificate II and III qualifications for new employees
  • certificate IV or diploma for employees commencing employment or progressing from a lower level qualification
  • one progression level for a student - for example, from certificate II to III, or certificate III to IV.

Benefits of funding

The program aims to give employers and their apprentices or trainees:

  • a choice of RTOs
  • the ability to negotiate key aspects of their training, such as where, how and when it's provided.

Who can apply

You must be an RTO provider to apply for and receive this funding.

How to apply

Applications are now closed.

After you apply

You will be offered a training contract once your application has been approved.

You must maintain your status as an RTO for the duration of your contract.

VET data obligations

Registered training organisations (RTOs) must regularly submit training data to either:

  • the agency responsible for vocational education and training (VET) in their jurisdiction
  • National Centre for Vocational Education Research (NCVER).

Your RTO's data must comply with the Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS).

How to submit data

All registered training organisations receiving funding from the Department of Industry, Tourism and Trade (DITT) or the Department of Education (DOE) (VET in schools related) must submit training data using the VET provider portal.

If your RTO delivers training in the Northern Territory (NT) to school-aged children (under 19 years of age), but does not receive funding from the NT Government, we also encourage you to submit your training data through the VET provider portal.

In all other cases you may submit your training data directly to NCVER.

If your RTO has a VET-related funding contract with the NT Government, but not DITT or DOE, it may have a different reporting agreement.

You should check your contract for details.

When to submit reports

If your RTO is funded by the NT Government, you must submit your data each quarter.

Unique student identifier requirements

All VET students must have a unique student identifier (USI) number so that they can access their training records and transcripts of their VET records online.

All RTOs must collect, verify and report a student's USI as part of AVETMISS compliant data.


Private provider AHC rates

The table below lists the industry rates for private registered training organisations (RTOs).

Industry rates are calculated at $ per annual hours curriculum (AHC).

Also included is the delivery allowance for each industry group.

As of 1 January 2023, the private RTO industry rates are calculated as follows:

  • regional allowance 25%
  • remote allowance 80%.

The delivery allowance is based on the location category for training delivery.

Delivery allowance for VET funded programs

In the Northern Territory, registered training organisations (RTOs) can get a delivery allowance.

To be eligible, RTOs must be delivering funded vocational education and training (VET) programs in regional or remote areas.

Urban areas don’t apply.

This allowance is based on the location where the program is delivered, which determines the location category it falls into.
