Alcohol Secure and Safety Grant

Eligible Northern Territory (NT) businesses may be able to get help to:

  • increase the security of their liquor stock against theft or damage
  • improve the safety of workers.

The Alcohol Secure and Safety Grant provides financial assistance to liquor licensees. Read below to find out more.

Who can apply

You can apply if you meet the following criteria:

  • be a liquor licensee operating from a premises in the NT
  • be a legal entity that is fully compliant with its liquor licence and its governing legislation
  • hold a valid Australian Business Number (ABN)
  • employ NT residents.

Who can't apply

You can’t apply if you’re any of the following:

  • an individual
  • partnership
  • unincorporated associations or other unincorporated bodies
  • liquor wholesalers
  • businesses which operate from a premise other than a fixed premises i.e. a mobile business
  • special events such as wedding, wake or party at either a licensed premises that is:
    • outside of normal licensed hours
    • or a non-licensed location such as a park or community hall.

What you can get

Eligible businesses can apply for a maximum of $15,000 (GST exclusive) on a 25:75 co-contribution basis. This means you must provide 25% of the total cost.

Businesses can apply for multiple works for each premises from which it operates. The total amount available is capped at $15,000 (GST exclusive) per premises.

Secure product

These are security enhancements that don't impact pedestrian flow or require external or structural compliance.

Works can include:

  • CCTV
  • security screens
  • roller shutters of shelves
  • enclosed cabinets
  • alarm systems.

Workers safety

These are security items which protect workers from anti-social behaviour and crime.

Works can include:

  • barriers or cashier screens
  • alarm systems
  • smoke and cloak distraction systems
  • security lighting.

Businesses must complete all works within six months of receiving the grant.

What's not funded

This program doesn't cover building works that involve more substantial upgrades, such as:

  • roller shutters
  • alterations to the overall building layout.

Business should instead apply under Biz Secure.

  • valid quotes for each item of proposed works
  • any other information that may be requested by the department.

Business Growth Program

If you run a business in the Northern Territory, you may be able to apply for funding to improve and support your business.

The Business Growth Program helps businesses access professional services to improve their performance, sustainability and profitability. It also provides mentoring and coaching support.

You must go through a registered provider to access these services. Find providers on GrantsNT.

If you’re a service provider, you can register to take part in the program.

Read below to find out more.

You can apply if you're a small business with:

  • an annual turnover of more than $75,000 and less than $10 million
  • a Territory enterprise
  • a valid Australian business number
  • at least one full-time and no more than 50 full-time employees.

What you can get

You can apply for up to $10,000 based on a 50/50 co-contribution.

The funding can be used for professional services in any of the following grant categories:

  • strategy
  • marketing
  • operations
  • financials
  • people and culture.

Mentoring and coaching is also available after your business has completed one of the above grant categories.

How to apply

Before you apply, you can talk to a small business champion.

To apply, follow these steps.

Step 1. Read the Business Growth Program terms and conditions.

Step 2. Search and select active providers through GrantsNT.

If your preferred provider is not on the list, you can add them on the application. If they are eligible, they will be invited to register.

Step 3. Go to GrantsNT and log in to your account. If you don’t have an account, you will need to create one (even if you are a sole trader).

Step 4. Upload your business plan. If you don't have one, fill in a canvas template for your business model or answer the questions in the business plan template.

Step 5. Fill in and submit the application. You must include at least one quote in your application.

After you apply

Your application will be assessed and you will be advised of the outcome.

If you're successful, you will get an approval email with a voucher.

The voucher covers 50% of the total cost of works, up to a maximum of $10,000.

Services must:

  • only be provided after an application has been approved
  • be completed by the voucher's expiry date.

To be a service provider in the program, you must:

  • be a Territory enterprise
  • hold a valid Australian business number
  • have provided services for at least 12 months before registering
  • have at least 2 years’ demonstrated experience in the selected categories
  • have and will maintain all relevant business, occupation and related permits, licences and insurance coverage.

If you're successful, you must meet your responsibilities in the terms and conditions.

Smarter Business Solutions

If you're a Northern Territory (NT) business, Aboriginal enterprise or not-for-profit organisation, you can get help to reduce day-to-day energy, water, waste and material costs through the Smarter Business Solutions program.

What you can get

The program offers different types of support including:

  • advice on current efficient technologies and practices
  • a walk-through site survey to identify potential savings opportunities
  • grants to encourage and support cost savings or initiatives:
    • up to 50% of the cost for efficiency improvements - maximum of $20,000
    • up to 20% for the installation of off-grid renewable energy systems - maximum of $20,000
    • up to 10% for the installation of on-grid renewable energy systems - maximum of $10,000.*

*On-grid means 'connected to' or 'availability of' an electricity network.

Funding is only available for projects that have not started and is subject to the program's available grant budget.

Maximum funding is only available for projects that show a simple financial payback of 3 to 5 years.

If you apply for a grant, you should not make any changes to existing or new infrastructure associated with the project before your application is assessed.

Who can apply

You must be an NT business, Aboriginal enterprise or not-for-profit organisation that satisfies the following criteria:

  • be physically located and actively trading in the NT for 12 months with an ABN and remitting GST
  • have an annual turnover between $75,000 and $20 million
  • not be on a domestic tariff if connected to an electricity grid
  • have less than 200 employees
  • have not received equivalent funding from a previous similar support program
  • agree to participate in a follow-up evaluation survey including a savings assessment
  • accept the terms of the Buy Local Plan as identified in the agreement section of the application.

Aboriginal workforce grants

If you are a Northern Territory (NT) business or organisation, you can apply for funding for projects that support employment of Aboriginal people.

The Aboriginal Workforce Grants program provides funding for projects that result in Aboriginal people:

  • getting jobs
  • developing careers within the workplace.

Who can apply

You can apply if you are an NT enterprise including:

  • Aboriginal corporation
  • private business
  • industry body
  • not-for-profit organisation
  • other incorporated organisation.

What can be funded

To be eligible for funding, your project must include elements such as:

  • structured mentoring through a professional service for career development
  • workforce development - for example, support to carry out workplace practices, job design or tutoring
  • wraparound services including:
    • on-site mentoring and structured workplace support
    • transport and/or accommodation where there is no alternative.

Aboriginal Business Development Program

The Aboriginal Business Development Program assists Aboriginal people interested in starting or expanding an existing business in the Northern Territory (NT).

You can get help with:

  • business growth and sustainability
  • creating new enterprises
  • increasing the number of Aboriginal owned and operated businesses
  • increasing your knowledge and skills
  • creating new employment
  • developing new skills.

You will get one-on-one support from a small business champion.

To find out if you are eligible for the program, you need to talk to a small business champion.

Who can apply

To be eligible for grant assistance, you must be able to prove:

  • you are a resident of NT
  • that your business is at least 50% Aboriginal owned and operated, and is based and registered in the NT.

Your application must demonstrate a viable business.

You may need to supply some or all of the following documents:

  • business plan or feasibility plan
  • financial statements, business activity statement or cash flow forecast
  • zoning or land tenure approval
  • government owned housing approval
  • council land approvals
  • leasing documents
  • licences / permits
  • insurance - certificate of currency
  • compliant quotes for services / works.

Global Trade Scheme

The Global Trade Scheme helps eligible Northern Territory (NT) businesses set up or expand their exporting capabilities.

The grant program includes 3 streams of support for businesses that:

  • are at the beginning of their export journey
  • want to diversify into exports
  • want to expand or diversify into existing or new international markets.

Who can apply

You can apply if you meet the following:

  • have an annual turnover of more than $75,000 and less than $10 million
  • are an NT enterprise
  • hold a valid Australian business number (ABN).

What you can get

The program offers different levels of support depending on where the business currently is on its export journey. Each stream is based on a 50:50 co-contribution basis.

Stream 1

Grants of up to $3,000 to assist businesses to become export ready.

Stream 2

Grants of up to $10,000 to assist export-ready businesses grow existing markets and enter into new markets.

Grants include access to a daily allowance of up to $350 per person, per night for a maximum of 8 nights.

Can be used to support:

  • overseas accommodation
  • meals
  • beverages
  • transport.

Stream 3

Grants of up to $50,000 to assist export-ready businesses grow existing markets and enter into new markets through a cluster or industry association project.

Grants include access for cluster lead and one representative from each business within the cluster, a daily allowance of up to $350 per person, per night for a maximum of 8 nights.

Can be used to support:

  • overseas accommodation
  • meals
  • beverages
  • transport.

Eligible works must:

  • only start after an application has been approved
  • be completed within 6 months of approval.

Territory Workforce Program

If you're a Northern Territory (NT) business, you can apply for funding for initiatives that support workforce development and training.

Funding is available for initiatives that:

  • lead to employment
  • help train and skill the workforce for business and industry.

The Territory Workforce Program (TWP) offers grants for projects that help increase participation and completion of apprenticeships and traineeships.

This includes:

  • pre-apprenticeships - short training programs that help prepare individuals for successful entry into an apprenticeship
  • higher apprenticeships - on-the-job training combined with formal study leading to a diploma or advanced diploma
  • other related training relevant to the needs of NT businesses and industry sectors.

When to apply

Applications are open all year.

Available categories

The program has 3 streams:

  • apprenticeships and traineeships
  • workforce development
  • industry workforce strategies.

Who can apply

You can apply as a lead organisation if you're one of the following:

  • industry association
  • business
  • other organisation operating in the NT.

You must have a significant permanent presence in the NT and employ NT residents.

Government agencies may be eligible under special circumstances. The department will determine if you are eligible.

Registered training organisations and schools can partner with a lead organisation.

How to apply

To apply for a TWP grant, follow these steps:

Step 2. Develop a business case.

Your business case must demonstrate the following:

  • links to employment for industry workforce strategies and 70% employment outcomes for workforce development projects
  • expected employment outcomes, including upskilling and transitioning to new jobs
  • innovative approaches to workforce development
  • proposals which include nationally-recognised training components, unless otherwise agreed before the application is submitted
  • evidence that the proposal is project ready
  • evidence of market testing and market readiness.

Applications which provide co-contribution models will be highly considered.

Business Innovation Program

If you’re a Northern Territory (NT) start-up or entrepreneur with an innovative idea, you can apply for the Business Innovation Program (BIP).

The program helps businesses develop and commercialise innovative concepts.

It provides mentoring, funding, investment and networking opportunities.

Participants can get up to $30,000 funding and help from an advisor to progress and commercialise their concept.

Program structure

The program is run in 3 stages:

  1. planning
  2. development
  3. commercialisation.

What you can get

You can get:

  • up to $30,000 in government grant funding
  • up to $2,300 in advisory services from a pre-approved advisor
  • access to services that connect you with other businesses and experts.

Who can apply

You can apply if you:

  • are an NT business
  • have a valid Australian business number.

How to apply

To apply, go to the Smartygrants website.

Enrolment process

During the enrolment process, you will choose an advisor from a pre-approved list to help you through stage one.

To view a list of advisors, go to the Innovation website.

Once enrolled, you will meet with your preferred advisor to discuss your idea and ask them to take you on as a client.

You will get a $300 voucher to cover this meeting.

If they accept you as a client, you can proceed to the planning stage.

If you're not accepted, the advisor will tell you what to do next.

Program stages

You will need to develop an innovation project plan that will be submitted for grant funding.

You will get up to $2,000 towards advisory services provided during stage one. Your advisor will help you develop:

  • your plan
  • a short presentation.

When your plan and presentation are finalised, they will form your application. You will need to submit them to apply for grant funding.

Innovation project plans are assessed competitively. Shortlisted plans must demonstrate they:

  • are strong value for the Territory
  • are likely to:
    • scale-up
    • attract investment.

You must submit your plan before the closing dates each year:

  • round 1 - 30 October 2022
  • round 2 - 30 April 2023
  • round 3 - 30 November 2023
  • round 4 - 30 April 2024.

If your plan is shortlisted, you will be offered grant funding and the opportunity to move to stage 2 of the program.

During stage 2, you will get financial help to develop a product that is investment ready and viable.

You can get up to $30,000 to develop your product to an investment ready stage.

You will enter into a formal funding agreement that will outline milestone and reporting requirements.

When your innovation has been developed and your advisor considers it to be investment-ready, you will move to stage 3 of the program.

During stage 3, you will get opportunities to:

  • access support to commercialise your innovation and
  • maximise investment opportunities.

Your advisor will help you:

  • achieve at least $50,000 in revenue or
  • attract at least $50,000 of new investment in your innovation.

When you have achieved product sales or third party investment of $50,000 or more, you will graduate from the program.

Register as an advisor or supplier

If you're a business that provides advisory services, or goods and other services, you can register to take part in the program.

You must register your business as a provider of advisory services to participate in the program.

You should read, understand and agree to the program terms and conditions. You can find these under ‘before you apply.’

You must register your business to supply goods and services to participants during stage 2 of the program.

The department will invite you to register as a supplier if the client has identified you in their innovation project plan (IPP).

Home and Business Battery Scheme

If you're a Northern Territory (NT) homeowner, business or a not-for-profit organisation, you can apply for a grant through the Home and Business Battery Scheme to buy and install batteries and inverters.

Eligible homeowners and businesses can access a grant of $400 per kilowatt hour of useable battery system capacity, up to a maximum grant of $5000.

The grant is available for battery systems that are on the list of battery systems XLSX (317.9 KB) that have been assessed as virtual power plant capable.

Homeowners that own a business can apply for both their home and business.

The grant is available to eligible recipients regardless of their electricity provider.

Jacana Energy customers who receive the premium one-for-one feed-in tariff and access this scheme will be transferred to a standard feed-in tariff. This is a condition of the grant.

Who can apply

You can only submit one application per property and per homeowner.

You can apply if you're:

  • a registered owner of a residential property in the NT
  • a registered NT business
  • a not-for-profit or community organisation operating in the NT in either owned or leased premises.

The property can be owner-occupied or used as an investment, but there can only be one application per property and per homeowner.

If you're a homeowner and also own a business, you can apply for one grant for your home and one for your business.

What's included

You can use the funding to buy and install:

  • a solar photovoltaic (PV) with an eligible battery and inverter
  • an eligible battery and inverter only, if you already have solar PV installed.

What's not included

You can't use the funding to buy and install solar PV panels and inverters where they are not being installed simultaneously with a battery.

How to apply

To apply for the Home and Business Battery Scheme, follow these steps:

Step 1. Check your eligibility - refer to the terms and conditions.

Step 2. Get a quote from a qualified system installer or provider. To check the certification requirements, go to the NT WorkSafe website.

There is no minimum number of quotes.

Step 3. After selecting a preferred quote, apply online through GrantsNT to receive a unique voucher.

After you apply

Applications are assessed in the order they are received.

If your application is incomplete, it will take longer.

Eligible works must only start after an application has been approved and must be completed within 6 months of the date the voucher was issued.

After work is completed

Once the work is complete, you must pay your installer or provider.

Use the voucher amount as part payment.

You must give your voucher to the installer or provider.

The NT Government will pay the voucher amount direct to them.

Freight Subsidy Disaster Assistance

If you’re a primary producer based in a disaster-affected Local Government Area (LGA), you may be eligible for freight subsidy disaster assistance.

This assistance is jointly funded by the Commonwealth and Northern Territory governments under the Disaster Recovery Funding Arrangements.

What you can get

Financial assistance is available to primary producers in the Northern Territory (NT) who have been impacted by:

  • ex-Cyclone Ellie and flooding (Australian Government reference number 1045)
  • 2023 Barkly region bushfire (Australian Government reference number 1068)
  • 2024 northern region flooding (Australian Government reference number 1103)
  • 2024 ex-Cyclone Megan and flooding (Australian Government reference number 1116).

Financial assistance can be used for transport freight costs associated with:

  • moving emergency fodder for livestock
  • removal of stock from the affected area
  • replacement of buildings for livestock
  • fencing repairs
  • machinery and equipment associated with livestock or replace animals lost from the event.

If approved, you can get 50% of emergency freight costs up to the value of $5,000.

You are only eligible to apply if you are a primary producer impacted by:

  • ex-Cyclone Ellie in the following flood-affected LGAs :
    • West Daly
    • Roper Gulf
    • Victoria Daly
    • Barkly
    • Central Desert

  • 2024 northern region flood-affected LGAs:

Business Pivot Grant

If you run a business in the Northern Territory, you may be able to apply for funding to adapt to the changing economic environment.

The funding may assist to grow profits and improve the visibility of your business.

It can help your business access new markets, create a new product or offer a new service.

Applications are now closed. If you submitted before the cut off date, your application is currently being processed.

To get funding, you must show how it will benefit your business by:

  • accessing new markets - where the product or service is new
  • improving profitability and visibility through improved digital capabilities and new technologies.

You must also go through a registered provider to access this service.

You can apply if you:

  • have an annual turnover of more than $75,000 and less than $10 million
  • you’re a Territory enterprise
  • hold a valid Australian business number (ABN)
  • employ at least one full-time and no more than 20 full-time employees.

You can apply for up to $10,000 on a 25/75 contribution.

The funding can be used for:

  • buying new equipment, technology or software
  • hiring a consultant to improve digital capabilities
  • renovations or improvements to support the growth of new markets.

Territory Business Lockdown Payment Program

This grant is now closed.

A fifth round of the Territory Business Lockdown Payment was established to provide immediate financial support to businesses during a lockdown.

Who can apply

To participate in the program a business must meet the definition of an eligible business and the business located in the lockdown area.

An eligible business can only apply once for a grant, regardless of the number of premises it has.

An eligible business must be all of the following at the date of the lockdown announcement:

  • is located within a declared lockdown area
  • is a Territory enterprise
  • holds a valid Australian Business Number (ABN)
  • was providing goods and / or services to the public wholly or substantially in the Northern Territory (NT)
  • trading with an annual turnover of at least $75,000 and less than $10 million
  • have fewer than 20 full-time equivalent (FTE) employees
  • stopped, suspended or reduced trading due to the lockdown and turnover reduced by 50% or more.

Who can't apply

Workers employed by a business or employer are not eligible to take part in the program.

Applications are assessed in order of the date and time received.

If eligible, you will receive $1,000 within three to five business days of approval.

You must have a Northern Territory Government vendor ID.

COVID-19 Lockdown Payment Program

The COVID-19 Lockdown Payment Program supports businesses that have to close due to COVID-19 public health orders.

Lockdown for 3 to 7 days

The Territory Business Lockdown boosted payment will continue for business closures greater than two days.

Lockdown for 8 to 14 days (and each week after)

An extra small business payment is available if:

  • the business is closed for more than 7 days due to the Chief Health Officer directions
  • the business is in a lockdown zone and already applied
  • the business was approved for the lockdown payment (round 4).

The Small Business Payments will take into account business turnover.

Who can apply

An eligible business must meet the following criteria:

  • have a valid legal entity and meet the requirements of an eligible business
  • trading with an annual turnover of at least $75,000 and less than $10 million
  • have fewer than 20 full-time equivalent (FTE) employees
  • stopped, suspended or reduced trading due to the lockdown and turnover reduced by 50% or more.

Visitation Reliant Support Program

Round 2 of the program provides additional support for businesses who rely on visitors from overseas and interstate.

Under round 2 of the program, eligible employing businesses will receive a $9,000 payment.

Non-employing businesses, including sole traders, will receive a $3,000 payment.

Who can apply

Businesses who received funding in round 1 of the Visitation Reliant Support program and suffered a drop of 50% or more in turnover between April and October 2021 compared to the same period in 2019 are eligible.

A business is also eligible if meets all of the following:

  • it's a Territory enterprise that operates solely in one or more eligible sectors
  • held a valid Australian business number (ABN) and registered for goods and services tax (GST) as at 1 July 2019
  • was trading with an annual turnover of more than $75,000 and less than $10 million during 2018-19
  • has had to stop or reduce trading as a result of the downturn in visitor numbers to the NT (because of government imposed restrictions or not)
  • be able to prove a drop of at least 50% in turnover as a result of travel restrictions during April and October 2021, compared to the same period in 2019
  • does not have an outstanding debt due and payable to Tourism NT or the NT Government.

Businesses with an annual turnover exceeding $10 million in 2018-19 will be assessed on a case-by-case basis.

Eligible sectors include:

  • wholesale and retail trade
  • provision of accommodation and / or food services
  • transport, postal, warehousing and / or storage of stock in trade
  • education and training
  • provision of arts and / or recreational services.

Who can't apply

Businesses can't apply if they have already received (or expect to receive) support from either the:

  • Arts and Culture COVID-19 Interruption Support Package or
  • the Tourism Survival Fund (round 1 or round 2).

Tourism Survival Fund

The fund provides support for business experiencing mass cancellations from travel restrictions by interstate governments.

Under round 2, eligible businesses are able to access payments between between $15,000 and $90,000.

Who can apply

Businesses who received funding in round 1 of the Tourism Survival Fund and suffered a drop of 50% or more in turnover between April and October 2021 as compared to the same period in 2019 are eligible.

The business must meet the definition of an eligible business.

A business is also eligible if meets all of the following:

  • it's a Territory Enterprise
  • held a valid Australian business number (ABN) and was registered for goods and services tax as at 1 July 2019
  • is a touring company, a professional conference organiser or an eligible attraction
  • was actively trading with an annual turnover of more than $75,000 and less than $10 million during 2018-19
  • has had to temporarily cease or significantly reduce trading (i.e. suffers a drop of 50% or more in turnover for between April and October 2021 as compared to the same period in 2019) as a direct result of the downturn in visitor numbers to the NT (whether because of government imposed restrictions or not)
  • is listed on the Australian Tourism Data Warehouse (ATDW) or has applied for a listing
  • does not have an outstanding debt due and payable to Tourism NT or the NT Government.

Businesses with an annual turnover exceeding $10 million in 2018-19 will be assessed on a case-by-case basis.

Touring company
An eligible recipient that earns the majority of its revenue from providing tours to leisure travellers or the domestic education market via any means of conveyance including by air, over land or water, and including tag-along tours.

Businesses that have already received (or expect to receive) support from:

  • the Arts and Culture COVID-19 Interruption Support Package or
  • the Visitation Reliant Support Program (round 1 or round 2).

Business Hardship Register

The Business Hardship Package helps Northern Territory (NT) small businesses experiencing hardship due to the COVID-19 omicron wave.

Eligible businesses can apply to be listed on the Business Hardship Register. This allows access to the Hardship Package, including the Business Hardship Grant payment.

Once added to the register, you will get a certificate. This entitles you to certain concessions and assessment for the Business Hardship Grant.

What you can get

If you're an eligible business, you can get:

  • $3,000 for employing businesses, or $1,000 for sole traders
  • a 30% reduction on utility bills from January 2022 until March 2022
  • a waiver on payroll tax (payroll below $5 million) from January 2022 to March 2022.

Decline in turnover of 40% or more

If you're experiencing significant hardship, your payment will be tripled or doubled. This depends on the percentage of loss in turnover.

If you've experienced a decline in turnover of 60% or more, you can get:

  • $9,000 for employing businesses
  • $3,000 for sole traders.

If you've experienced a decline in turnover of 40% to 60%, you can get:

  • $6,000 for employing businesses
  • $2,000 for sole traders.

If you've already applied for the grant and are eligible, you don't have to register again. You will automatically receive the above payments.

Who can apply

A business is eligible if it meets all of the following:

  • is a Territory enterprise
  • has been actively trading for 12 months or more as of 31 January 2022
  • has a valid Australian business number (ABN)
  • was registered for GST as of 31 January 2022
  • has an annual turnover of more than $75,000 and up to $10 million for the 2020-2021 financial year
  • can demonstrate a reduction in turnover of 40% or more - see before you apply section.

Who can't apply

You can't apply if you are a:

  • government agency
  • government-owned body
  • registered corporation
  • local government body.

Before you apply

For businesses actively trading before December 2019, you must be able to demonstrate a reduction in turnover of 40% or more:

  • from December 2019 against December 2021
  • from January 2020 against January 2022 or
  • between December 2019 and January 2020 against December 2021 and January 2022.

If you don't meet the above criteria

If you don't meet a reduction in turnover between those three periods, you are still eligible if:

  • you have been actively trading for more than 12 months and
  • can demonstrate a reduction in turnover of 40% or more:
    • from December 2020 against December 2021
    • from January 2021 against January 2022
    • between December 2020 and January 2021 against December 2021 and January 2022.

Territory Innovation Challenges Program

If you’re a business or research or training organisation and want to join other organisations to help solve a challenge set by the Northern Territory (NT) Government, you can apply for the Territory Innovation Challenges Program.

If the solution you put forward is picked as the winning entry, you get the chance to negotiate a contract to procure the solution with the government.

If the government procures your solution, it will also support you to sell your solution to other buyers in local and export markets.

What you can get

The winner will get:

  • the chance to negotiate a procurement contract with the NT Government and
  • $100,000 seed funding once a procurement contract is finalised.

How it works

During the program, the following process will take place:

The NT Government defines a challenge to solve the needs of one or more agencies.

Challenges include:

  • a problem statement
  • timeframe
  • judging criteria.

Challenges will be published on the innovation website.

You must form a cluster to submit a solution to a challenge. This means partnering with:

  • two or more NT businesses
  • at least one research organisation
  • any other organisations needed to deliver the solution.

They can be public or private.

Applications will be competitively reviewed by an NT Government judging panel. Applications will be assessed against certain criteria set out in the challenge and the terms and conditions.

If your solution is picked as the winner, your cluster will have the opportunity to:

  • develop a detailed business plan and
  • negotiate a procurement contract with the NT Government.

The procurement contract will set out the conditions and timeframe for payment.

Once the government has received independent advice on your business plan and contract negotiations are completed to meet the needs of all parties, the procurement contract will be signed.

Once it's signed, the government will provide you with $100,000 early seed funding to develop your solution.

Your cluster will develop your solution in line with the terms and conditions of the contract.

During development, you must comply with:

  • the Buy Local Plan when sourcing material and labour
  • ICAC Act 2017
  • any other government requirements.

Your product will be tested in the testing environment agreed in the procurement contract.

This ensures that:

  • the product suitably addresses the challenge requirements and
  • you can do further development and improvements if needed.

Once the product is successfully tested, the government will use your solution to solve the challenge based on the terms of the procurement contract.

NT Horticultural Netting Program

If you’re a primary producer of horticultural crops in the Northern Territory (NT), you may be eligible for funding to buy and install netting.

You can apply for up to $100,000 on a 50:50 co-contribution basis for:

  • new or replacement netting
  • associated support structures for commercial land use.

Who can apply

You can apply if you:

  • are registered with the Australian Taxation Office as a primary production business and have an Australian business number
  • are a property owner, share farmer or lease holder in the horticulture industry in the NT
  • buy and install protective netting over existing commercial horticulture produce
  • earn more than 50% of your total income from primary productions.

Before you apply

Before you apply, you must have the following supporting documents:

  • a project overview
  • evidence of:
    • your business as a primary production business
    • ownership for the commercial land proposed for this project
    • funding to cover your co-contribution
  • financial statements for your primary production business for the past 2 years
  • a written quote or estimate for the project’s specifications.

NT Recycling Modernisation Fund

The Northern Territory (NT) Recycling Modernisation Fund supports infrastructure projects that recover or recycle waste material subject to export bans.

Grants of at least $20,000 are available on a 50:50 co-contribution basis.

Who can apply

You can apply if you:

  • are a profit or not-for-profit organisation with or without a registered business name, such as:
    • a sole trader, partnership, local governing body or Aboriginal organisation
  • hold a valid Australian business number and have been operating under that number for at least one year
  • agree to carry out an eligible project with any grant funding provided to it
  • can financially commit and have authority to co-fund at least 50% of the total eligible project costs
  • have a history of compliance with all legislative requirements and is fully compliant from the date of your application.

If you're made up of 2 or more organisations, one must be the lead applicant.

Successful applicants of round 1 can apply for round 2 if funding is not for the same project or activity.

Who can't apply

You can't apply if you're a:

  • public or private educational facility
  • government agency
  • government owned or controlled body
  • statutory corporation.

What you can apply for

Funding will be given to projects that recover, recycle or reuse:

  • plastics*
  • paper and cardboard*
  • glass
  • tyres.

*Round 2 priority waste streams.

Your project must also:

  • operate in the NT
  • increase the capacity for domestic sorting, processing, recycling or remanufacturing of materials
  • deliver new or improved resource recovery, recycling and remanufacturing infrastructure
  • demonstrate a long-term return (at least 5 years) on investment to the NT
  • be completed and operational by 30 June 2024.

Recycling Modernisation Fund - Plastic Technology stream

The Recycling Modernisation Fund (RMF) Plastic Technology (PT) stream supports projects that drive significant increases in Australia’s recycling and recovery rates for hard to recycle plastics.

The program also supports collaboration across supply chains to promote a safe circular economy.

Applications are made by state and territory governments, who will work with project applicants to develop their proposals.

Key dates

  • Tuesday 18 July 2023 - applications open for RMF Plastics Technology stream.
  • Friday 15 September 2023 - program closes for completed applications to be submitted for evaluation to the Northern Territory Government (NTG), Department of Industry Tourism and Trade (DITT).
  • Monday 13 November 2023 - closing date for the NTG to submit supported projects to the Australian Government for assessment.

Who can apply

Eligible applicants must:

  • have a current Australian business number (ABN) or Australian registered body number (ABRN)
  • be registered for GST
  • not be training while insolvent
  • not have owners/directors who are an undischarged bankrupt.

What projects are funded

  • Advanced recycling projects targeting hard-to-recycle plastics such as:
    • mixed, multi-layer, flexible or contaminated plastics.
  • Commercialisation or scaling-up of emerging and trial technology targeting circularity of hard-to-recycle plastics.
  • Infrastructure upgrades and technology to extract and process plastics contained within products, such as e-waste, into higher-value products.
  • Proposals to equip existing or new material recovery facilities or plastic recovery facilities with sorting, separation and de-contamination technology such as optical or robotic machinery to increase the diversion of plastics from landfill.
  • Proposals put forward by a consortium proposing end-to-end solutions and circularity in our plastics supply chain. For example, this may include supply chain collaboration between:
    • collection and sorting facility of plastic waste
    • advanced recycling facility
    • manufacturers.

Applications must relate to eligible activities and be for:

  • new infrastructure, technology, processes, machinery and/or equipment to recycle hard-to-recycle plastics
  • an improvement or expansion of existing infrastructure, technology, processes, machinery and/or equipment to recycle hard-to-recycle plastics
  • commercialisation or scaling up to build or increase existing capacity for recovering and recycling hard-to-recycle plastics.

What you can apply for

Grants between $1 million and $20 million are available for approved projects.

Successful applicants must contribute at least 50% of the eligible project financial cost.

Earth Observation for the NT grant program

The Earth Observation for the Northern Territory (EO4NT) program supports businesses that develop applications using EO data.

The application must show how it uses EO data to:

  • solve problems or
  • improve business performance and productivity.

You can use any combination of data from any source. However, successful applicants will also get technical support from Geoscience Australia for their EO data platform, Digital Earth Australia.

Changes to the 2022 program

Changes have been made to the program to make it easier to apply.

The changes mean:

  • you no longer need to have an established partnership with an end user at the application stage
  • you can use any data source to develop your solution.

Who can apply

You can apply if you're a business or university that meets all of the following:

  • hold a valid Australian business number
  • will work with an end user of your solution at some point during the development process
  • are financially able to fund the remaining cost of the project if your application is successful
  • are technically able to deliver the project
  • have a history of compliance with all legal requirements and is fully compliant from the application date.

If you're made up of two or more organisations, one must be the lead applicant.

Who can't apply

You can't apply if you're any of the following:

  • government agency
  • government owned or controlled body
  • statutory corporation.

However, you can work with these organisations as an end user for your solution.

The NT Government can connect you with industry associations, local organisations and other potential end users to help you find an industry challenge to solve.

What can be funded

Funding will be given to projects that:

  • propose a solution to a particular challenge in any industry in the NT
  • can demonstrate the potential for commercial viability.

Your project must also:

  • clearly demonstrate the benefit to the NT
  • include a project plan with clear milestones, an explanation of technical viability and budget.

Projects may have a development period of about 6 months, although commercialisation may take longer. This is entirely dependent on the proposed project.

Electric Vehicle Charger (Residential and Business) Grants Scheme

If you own an electric vehicle (EV), you can apply for funding to buy and install a charger at your residential property or business.

Through the EV Charger Grants Scheme, you can get grants of up to:

  • $1,000 for a residential property
  • $2,500 for a business.

Applications are now open and will be administered on a first-come, first-served basis.

After 6 to 12 months, the scheme will be reviewed and may be amended to achieve the NT Government’s objectives.

Flexible Workforce Solutions Fund

If you're an eligible Northern Territory (NT) business experiencing critical workforce shortages, you can access support under the 
Flexible Workforce Solutions Fund.

The fund encourages business, organisations and industry bodies to collaborate on projects as a consortium or partnership to attract and retain the skilled workforce they need.

Who can apply

To be eligible, you must:

  • be a Territory enterprise
  • hold a valid Australian business number
  • operate in the NT or have provided services in the NT for at least 6 months
  • carry a public/general liability insurance policy of at least $10 million
  • be financially viable and have financial capacity to complete the project in the specified timeframes
  • be part of a business consortium and/or partnership.

What you can get

Grants of a minimum of $10,000 and a maximum of $200,000 (GST exclusive) are available to businesses on a 25:75 co-contribution basis. This means you have to provide 25% of the total.

The total value of the project may exceed $200,000.

Not-for-profit organisations contribution can be in-kind.

You must show how your project or activity does one of the following:

  • working with industry to create a solution to attract and retain workers
  • strategies to support seasonal workforce mobility across industries
  • leverages technology to connect employers with workers
  • delivers direct, in-country worker recruitment services to support the local workforce
  • provides innovative workforce planning solutions with immediate and medium term outcomes.

You must include the following with your application:

  • your business structure - for example, sole trader, company, partnership, trust, not-for-profit
  • consortium - partnership agreement
  • a comprehensive project or activity plan
  • funding amount you're seeking and what it will be used for
  • a detailed breakdown of costs
  • estimated project completion date
  • number of people that the project will target.

Your application will be assessed for eligibility and you will be notified of the outcome by email.

Projects are assessed against a criteria and given a rating.

Success depends on:

  • the ratings you score and
  • whether your project aligns with the program objectives.

The project is also subject to final approval by the NT Government.

Crowd Control Assistance Grant

Eligible Northern Territory (NT) businesses may be able to get help with crowd control services during operating hours.

The Crowd Control Assistance Grant will help businesses to:

  • reduce anti-social behaviour incidents in takeaway liquor outlets
  • ensure workers feel safe and secure in their place of work
  • ensure Territorians feel safe within licensed premises.

Eligible businesses will receive a grant to offset the cost of crowd control services. Businesses must provide evidence they have employed or contracted a qualified and licenced crowd controller.

A crowd controller is a person who keeps order in or about a public place, including screening people who enter a bottle shop, and monitor or control people's behaviour.

Who can apply

You can apply if you meet the following criteria:

  • be one of the following licensed premises:
    • grocery store that sells liquor on the premises
    • a public bar with a physical bottle shop
    • a club with a physical bottle shop
    • takeaway liquor outlet.
  • is a legal entity that is fully compliant with its liquor licence and its governing legislation
  • holds a valid Australian Business Number
  • employs NT residents.

Who can't apply

You can’t apply if you’re any of the following:

  • a restaurant or cafĂ© selling alcohol with food
  • a restaurant selling alcohol without food being purchased
  • special events such as weddings or community events.

What you can get

The grant will be paid monthly to eligible businesses until Friday 30 June 2023. It's to be used to reimburse the cost of crowd control services.

The grant covers crowd control services that are hired during hours of operation where the business is permitted to sell liquor.

An hourly rate of $45 (GST exclusive)  is available to assist with the employment or contract of service for each premises.

Businesses must provide evidence they have hired a suitably qualified crowd controller before they receive grant funding.

What's not funded

The grant doesn't cover any salaries or costs that:

  • are outside of the business’ permitted alcohol trading hours
  • are above the hourly rate of $45 (GST exclusive)
  • were incurred for services that were provided before 22 March, 2023.

Business Security and Safety Audit Program

If you're a Northern Territory (NT) business you may be eligible to apply for help to access an audit of the security and safety of your premises, including worker safety.

Under the same program, auditors can also register to be a supplier.

About the program

The Business Security and Safety Audit Program helps businesses identify works required to deter and protect its premises and workers from crime and anti-social behaviour.

The program is designed to contribute to the safety and wellbeing of employees.

It will also help with reducing the incidents of:

  • anti-social behaviour
  • crime
  • other security risks.

Who can apply

To get a security audit report, eligible businesses can only use a registered security and safety auditor.

A list of registered security and safety auditors is available through the application process.

You can apply if your business meets the following criteria:

  • must operate from a property situated in the NT
  • be a Territory Enterprise
    • be compliant with all requirements under its governing legislation
    • and not be an excluded entity.

Who can’t apply

You can’t apply if you’re any of the following:

  • businesses which operate from premises other than fixed premises (for example, mobile businesses)
  • publicly listed companies
  • home based businesses or businesses operating from residential premises
  • government and local government bodies and government related entities such as educational institutions, schools and hospitals
  • businesses or organisations operating out of educational institutions/school grounds, including pre-schools.

What you can get

Businesses can apply for a security and safety audit report for each premises it operates from.

Once an application is approved a voucher is issued.

How much the voucher value is depends on where your business is located.

Darwin, Palmerston or the rural area

Your voucher value will be up to $3,000 (GST exclusive).

Outside Darwin, Palmerston and the rural area

Your voucher value will be up to $3,500 (GST exclusive).

What's not funded

Any building works identified in the safety audit report.

When to use

Vouchers must be redeemed within 60 days from the date of issue.

You can also use the voucher for security audit reports if you have approved applications in place for other programs such as:

  • BizSecure
  • Alcohol Secure and Safety.

Circular Economy NT program

The Circular Economy Northern Territory (CENT) grant program supports projects that improve recycling outcomes and address critical gaps around waste management and resource recovery in the NT.

Grants of at least $50,000 are available for approved projects.

The CENT grant program is focused on:

  • construction and demolition
  • food and garden organics
  • commercial and industrial
  • electronic waste including PV solar panels.

All projects must be completed and operational by 30 June 2025. It must remain operational for at least 5 years once the project is completed.

Who can apply

Eligible organisations must:

  • be an incorporated legal entity, with or without a registered business name
  • hold a valid Australian business number and have been operating under that number for at least one year
  • can financially commit and have authority to co-fund at least 50% of the total project costs
  • have a history of compliance with all legislative requirements and is fully compliant with all the relevant laws.

What projects are funded

For your project to be eligible, you must:

  • have your main recycling infrastructure and operations fully located in the NT
  • develop a solution that deals with waste materials generated in the NT that are:
    • currently being landfilled or
    • recovered to low value outlets
  • increase the capacity for domestic recycling, reuse and/or manufacturing of materials
  • deliver new or improved resource recovery, recycling and remanufacturing infrastructure
  • demonstrate a long term return (at least 5 years) on investment to the NT in improving recycling, reprocessing and/or remanufacturing
  • be completed and operational by 30 June 2025.

After you apply

There is a two-stage assessment process:

Stage 1. Applications undergo an initial assessment process.

Stage 2. Applications considered eligible in stage 1 will be referred to a panel for competitive assessment. Applicants will be notified if their application will move to stage 2.

Once applications have been assessed from stage 2, the panel will make recommendations to the Department of Industry, Tourism and Trade chief executive. After this, a decision will be made.

Asset Assistance Grant

Non-profit organisations (NPO) whose assets have been significantly damaged as a direct result of an eligible disaster can apply to access the grant.

What you can get

You can apply for a grant of up to $10,000 to repair or replace an asset that:

  • was controlled by an NPO before the declared disaster event
  • will bring future economic benefits to the NPO
  • was significantly damaged as a direct result of the disaster event
  • has no alternative funding source to rectify the damage and used any available cash reserve or insurance prior to seeking assistance.

NPO's impacted by the January 2024 northern region flooding (Australian Government reference number 1103) in the local government area (LGA) of :

  • Victoria Daly
  • Barkly
  • Litchfield
  • Roper Gulf
  • West Arnhem.

NPO’s impacted by Ex-Tropical Cyclone Megan and associated flooding (Australian Government reference 1116) in the following LGA’s:

  • Roper Gulf
  • East Arnhem
  • West Arnhem.
