If you are a business or not-for-profit organisation you can approach the government with a proposal even if it hasn’t been formally requested.
This is called a market led proposal.
Market led proposals can cover a range of areas including:
- the delivery of services to or on behalf of government
- the provision of infrastructure.
There are rules you must follow if you want to submit a proposal outside of the usual procurement process.
The market led proposals policy was developed to ensure proposals are managed in a fair, transparent and accountable way.
How to submit
To submit a market led proposal, follow these steps.

Step 2. Contact the Strategic Infrastructure and Projects team to arrange a pre-submission meeting.
Step 3. Submit your market led proposal.
Step 4. Your proposal will be assessed and you will be advised of the outcome.
